From plan to dirt.
For years the transmission story was a planning story. Route options, environmental assessments, regulatory tests. That phase is closing. The flagship projects have moved, or are moving, into delivery, which means contracts awarded, corridors cleared and crews on the ground.
Look at the line up. HumeLink across southern New South Wales. Marinus Link reaching from Victoria to Tasmania. VNI West joining Victoria and New South Wales. Project EnergyConnect completing between South Australia and New South Wales. And the transmission backbone of the Central West Orana Renewable Energy Zone, the first declared zone in New South Wales, now under construction.
Any one of these would be a generational project for the firms involved. Running together, they create a demand curve for skilled people that Australia has not faced before in this discipline.
Easement and land access comes first.
Before a single tower goes up, someone has to secure the corridor. This is the least visible and most underestimated workstream in the entire programme.
Transmission lines cross hundreds of private landholdings, much of it productive farmland held by families who did not ask for a 70 metre easement across their property. Negotiating that access, fairly and durably, is specialist work. It needs land access and acquisition leads, stakeholder and community engagement professionals, and the legal and valuation support behind them.
The HumeLink and VNI West corridors made the lesson public. Where community engagement was thin, opposition hardened, and schedules paid for it. The projects that move land access early, and staff it with experienced people rather than treating it as administration, are the ones holding their timelines. From the LUVI desk, demand for genuinely experienced easement and engagement leads now outstrips supply badly, because the skill set was never built at this scale before.
Mobilising the build.
Behind land access sits the construction machine, and every layer of it is competing for the same people.
- EPCM and owner's engineer teams. Project directors, construction managers, package managers and commercial leads who have delivered linear infrastructure at scale. Many of the best came off road, rail and resources projects, and those sectors want them back.
- Line construction crews. Tower assembly, stringing and the supervisors who run them. This is mobile, specialised work, and the experienced crews are finite. Some capability is being brought in from overseas to fill the gap.
- Substation and switching station construction. High voltage electrical, protection and controls, commissioning. The same scarce HV discipline that the connection queue is already fighting over.
- HSE, quality and field engineering to keep multi year, multi site programmes safe and auditable.
The constraint is not one role. It is the whole stack mobilising in the same window.
A multi year, interstate people problem.
Two features make this harder than a normal megaproject. First, duration. These are multi year builds, so a hire is not a sprint. People need a reason to commit to a regional posting for years, and that reason is rarely the base salary alone. Roster, accommodation, family support and a credible path at the end all decide it.
Second, the competition is national. A line construction supervisor does not care whether the work is in the Riverina, the Pilbara or central Queensland. The strongest people will follow the best package and the best run project, and they move across state borders without hesitation. A delay on one project leaks talent to another. Resources, defence and the broader infrastructure pipeline are pulling on the same workforce at the same time.
The programmes that deliver on time will not be the ones with the cleverest engineering. They will be the ones that treated workforce as a delivery risk from day one: mapped the market early, built relationships before mobilisation, and made the regional posting genuinely worth taking. The corridors are real and the money is committed. The people are the variable. We will keep watching how each project handles it.
